Alexey Kornya was appointed MTS President & CEO and Chairman of the Management Board in March 2018.

Alexey boasts a long and storied career at MTS, joining the company in 2004 as Finance Director of the Urals region. Shortly thereafter, he was promoted to MTS Group Director for Business Planning, and in 2007 to Chief Financial Controller of MTS Group.

Prior to his appointment as President & CEO, Alexey oversaw the company’s finance activities, including for two years as VP for Finance, Investment, Mergers & Acquisitions and before that for ten years as VP for Finance & Investment. During this time, he played a key role in streamlining the company’s finance and back office functions, as well as driving key acquisitions and integrations that transformed the company from a traditional mobile connectivity services provider to a multi-faceted, data-focused, integrated telecommunications firm.

Before joining MTS, Alexey worked for PricewaterhouseCoopers Audit and AIG-Brunswick Capital Management at North-West Telecom.

Alexey also serves as a member of the board of the GSM Association (GSMA). He was born in 1975 and graduated with honors from St. Petersburg State University of Economics and Finance in 1998.

Inessa Galaktionova was appointed First Vice President for Telecommunications in August 2019, having earlier joined MTS in February 2019 as Vice President for Sales & Customer Service.

Inessa brings to the MTS team extensive industry experience, deep domain expertise, and a laser-sharp focus on operational rigor, having held multiple senior executive roles at leading Russian companies, including as Deputy CEO of Russian Post from 2013–2019 and Chief Commercial Officer of Tele2 Russia from 2009-2013.

She began her career at Philips, where she worked from 1996 to 2009, ascending to Chief Marketing Officer of the Russia & Central Asia region.

Inessa was born in 1974 and graduated from Vilnius State University in 1997.

Vyacheslav Nikolaev was appointed First Vice President for Customer Experience & Marketing in August 2019. In April 2020, his role was further expanded to encompass MTS’s strategic digital ecosystem efforts as First Vice President for Customer Experience, Marketing, and Ecosystem Development.

Vyacheslav first joined MTS in 2004 and has served in a series of senior positions across marketing and commercial management, most recently as Vice President for Marketing (2017‑2019) and before that as B2B Director (2011–2017). His earlier roles included Group Director for Commercial Control, Deputy Director for Regional Management at MTS Russia, as well as acting Director of MTS Russia.

Before joining MTS, Vyacheslav worked as a supervising telecoms analyst, leading the sector research teams at Trust and Renaissance Capital. Vyacheslav began his professional career in 1997 as a consultant at European Public Policy Advisers (UK) and J'son and Partners (Sweden).

Vyacheslav was born in 1970. He graduated from the Faculty of Computational Mathematics & Cybernetics at Lomonosov Moscow State University in 1992.

Alexey Barsegian was appointed Vice President for Corporate & Legal Affairs in September 2019.

Before joining MTS, he held a series of increasingly senior leadership roles at Sistema PJSFC, most recently as Executive Director of Legal Affairs (2018–2019) and earlier as Executive VP for Legal Affairs (2013–2018) and Legal Department Director (2011–2013). He began his career as a legal consultant, working at firms including EM & Co. and Padva & Partners.

Alexey holds an MBA from the American Institute of Business & Economics as well as a law degree from Moscow State Institute of International Relations (MGIMO).

Sergey Belyakov was appointed CEO of MTS’s retail operations (RTC) in April 2020. In 2016-2019 he worked as CEO of DIXY Group. From 2014-2016 he worked as Vice President of Merkuriy Holding Company, and from 2012-2014 he served as Director of Investor Relations at EVRAZ. From 2002 through 2012, Sergey held a series of senior roles at Interros Group and in the commercial banking sector.

He graduated in 2002 from Moscow State Institute of International Relations.

Tatyana Chernysheva was appointed Vice President for Human Resources in November 2019. In this role, she oversees strategic staffing plans, as well as initiatives and programs across compensation & benefits and training & development. She is a member of the MTS Management Board.

Prior to joining MTS, she headed the leadership development practice at the Moscow office of Spencer Stuart International. In 2016-2017, she launched multiple independent projects in HR consulting. In 2016, she worked at LSR Group as Deputy CEO for Human Resources & Organizational Development. From 2004-2016, she held a series of HR Director roles at local offices of leading global companies, including Lamoda Group, Alliance Healthcare, Danone Group, and Johnson&Johnson.

She graduated in 2000 from St. Petersburg State University with a degree in management.

Ilya Filatov was appointed MTS Vice President for Financial Services in August 2019. He also serves as CEO of MTS Bank.

Ilya joined MTS Bank in 2014 as First Deputy Chairman of the Management Board and was appointed the bank’s chief executive in 2015. He earlier held a series of leadership positions at UralSib Bank from 2005 to 2014, including Deputy Chairman of the Management Board.

Ilya was born in 1976 and holds a degree from the Moscow State Academy of Water Transport, as well as an MBA from the Higher School of International Business of the Russian Presidential Academy of National Economy & Public Administration.

Alexander Gorbunov was appointed Vice President for Strategy & Development in April 2018. He earlier served for six years as a member of the MTS Board of Directors while working at parent company Sistema PJSFC, including as VP for Telecommunications and Executive VP for Investments.

From 2010 to 2012 he held a series of senior executive positions at Sistema, and from 2006 to 2010 he was VP for Strategy & Development at Comstar-UTS. From 2005 to 2006, he headed the Corporate Development Department at Sistema and served as First Vice President, Head of Strategy & Development.

Alexander was born in 1967 and graduated from Moscow Engineering Physics Institute in 1992. He also holds an MBA from Harvard Business School.

Ruslan Ibragimov was appointed Vice President for Government Relations & PR in August 2019. He earlier served as Vice President for Corporate & Legal Affairs from 2008-2019 and has been a member of the MTS Management Board since 2007.

Ruslan joined the Company in 2006 as Director of the Legal Department, and was appointed shortly thereafter Director of Legal Affairs. He earlier worked at the Ibragimov, Kagan, and Partners law firm in Moscow, as well as at RSM Top Audit. From 1992 to 1996, he headed the legal service functions in several commercial banks.

Ruslan is an active member of Russian government councils and professional legal societies. He has served on the Expert Council of the State Duma Committee on Information Policy, Information Technology, and Communications, as well as on the Expert Council of the State Duma Committee on Property Issues and the Expert Council on the Protection of Investments Abroad chaired by the Russian Presidential Commissioner for Entrepreneurial Rights.

In addition, he is a Vice President of the Russian Corporate Counsel Association (RCCA), Senior Director of the Association of Independent Directors, Chairman of the Management Board of the National Payments Council Association, and Chairman of the Business Legal Support Committee of the Russian Managers Association. He is also a member of the Competition Support Association and the Association of Russian Lawyers.

Born in 1963, Ruslan holds degrees from the Moscow State University Law Department, as well as from the Peoples' Friendship University of Russia.

Andrey Kamensky was appointed Vice President for Finance in April 2018, in which capacity he oversees all of the Company’s finance, investments, and M&A activities.

Andrey has deep finance domain expertise and extensive cross-industry management experience. He came to MTS after having served as Executive Vice President, Finance & Economics for parent company Sistema PJSFC. From 1997 to 2011, he progressed through a series of senior financial executive positions at Perekrestok, AB InBev, and ING Bank.

Andrey was born in 1972. He graduated from the Financial University under the Government of the Russian Federation in 1999 and Moscow State University of Geodesy and Cartography in 1995.

Dmitry Khalin was appointed MTS Vice President for Cloud & Digital Solutions in January 2020, overseeing the development and execution of MTS’s growth strategy in promising B2B segments.

Dmitry brings to MTS several decades of management experience at leading global tech companies. From 2007 through December 2019 he held a series of senior executive roles at Microsoft Russia, most recently from 2013-2019 as Chief Technology Officer (CTO) and General Manager of the Microsoft Russia Development Center, as well as leading the company’s regional AI strategy. From 2009-2013 he headed Microsoft’s SME and corporate sales efforts in Russia, and from 2007-2009 he served as Strategic Technologies Director.

From 2006-2007 he worked as Marketing Director at Xerox Russia, having come from Microsoft where he worked as Enterprise Partner Group Manager from 1999 to 2006. He earlier held roles in sales and customer support at DEC and Siemens, after beginning his career in 1994 as a programmer at Russia’s Electronic Computing Research Center.

Dmitry was born in 1971 in Almaty, Kazakhstan. He graduated with a degree in Systems Analysis from the Cybernetics Department at Moscow Engineering Physics Institute in 1994. He also holds an MBA from the Skolkovo Moscow School of Management (2014) and a Digital Architect certificate for cloud platforms (2017). In addition, he serves as an expert consultant on AI matters for the Russian Independent Directors Association.

Alexander Khanin was appointed Vice President for Artificial Intelligence in October 2020, in which capacity he is also head of the MTS Artificial Intelligence Center. In addition, he is a co-founder and Chairman of the Board of Directors at VisionLabs, a leading developer of software and hardware for biometric facial recognition and video analysis.

From 2012-2015, he taught control theory at Bauman Moscow State Technical University, where he also received both undergraduate and graduate degrees in robotics engineering. From 2009-2012, he worked as a department head at Russia’s Solomatin Institute (VNIINS), a leading research center in information technology and automation.

Dmitry Khomchenko was appointed Vice President for Information Technology in August 2019.

Dmitry joined MTS in a regional capacity in 2006, relocating to corporate headquarters in 2011. He was appointed the Company’s Director of Information Technology in 2014. From 2015-2019 he concurrently worked as CEO of Sitronics Telecom Solutions, and since 2015 he has also been a member of the supervisory board of Nvision Czech Republic a.s.

Born in 1976, Dmitry holds a degree with honors in Information Systems from Russia’s Amur State University.

Igor Mishin was appointed Vice President for Media in September 2019, overseeing the Group’s strategic media business vertical that includes an integrated spectrum of branded content channels, including cable, IPTV, satellite, and the MTS TV mobile app.

A renowned Russian producer and media personality, Igor has produced a number of popular TV shows and award-winning films. From 2014–2016 he served as General Director of TNT, one of Russia’s most-watched TV networks. He earlier worked as President of A-One Concept Media, Inc.; General Producer for TV Service CJSC (Muz-TV music channel); and General Director of Amedia.

His memberships and titles include Vice President of the Russian Academy of Television; Member of the European Film Academy; Science & Technology Laureate of the Russian Federation; and Chairman of the Board of Trustees of the Outdoor Film Festival, the world’s largest open-sky movie watching event.
